Add pipeline tag, library name, and links to paper/code

This PR adds the pipeline_tag: text-generation and library_name: transformers metadata so the model is correctly listed as a text-generation model and can show the standard Transformers usage snippet. It also updates the model card links to point to the paper and the GitHub repository.
